H. Stephen Williamson, MPH
President and Chief Executive Officer

Stephen Williamson has been president and chief executive officer of EMSA since the Authority began operations in 1978. Under Williamson's guidance, EMSA has grown into Oklahoma's largest EMS provider and one of the nation's most cost-efficient ambulance systems. Previously, he served as administrator of Enid Memorial Hospital. Williamson has held a variety of leadership roles with the American Ambulance Association, the nation’s largest organization for EMS advocacy, legislative action and healthcare quality initiatives. He is also an active member of the Coalition of Advanced Emergency Medical Systems, the Oklahoma Emergency Response Systems Development Advisory Council and Leadership Oklahoma Class XX. Williamson holds an undergraduate degree in finance from the University of Tulsa and a master's degree in healthcare administration from the University of Oklahoma.


Ann Singer, MS
Senior Vice President

Senior Vice President Ann Singer joined EMSA in 1988. She oversees EMSA's patient billing activities, works for improved reimbursement and administers TotalCare, EMSA's ambulance subscription program. Singer is a member of the American Ambulance Association's National Reimbursement and Reform Task Force and Federal Reimbursement Committee; in March 2006, the federal government's Centers for Medicare and Medicaid Services implemented a new system developed by Singer for coding ambulance service. Singer has also served on Governor Brad Henry's EMS Readiness Task Force and the Oklahoma Emergency Response Systems Development Advisory Council. Before joining EMSA in 1988, Singer was the vice president of patient services at Oklahoma Osteopathic Hospital (now, Oklahoma State University Medical Center). Singer earned her bachelor's of science degree in nursing and her master's degree in nursing from the University of Oklahoma.


Kent S. Torrence, CPA
Chief Financial Officer

Kent Torrence was named EMSA's Chief Financial Officer in 1998. Torrence's responsibilities include coordination of EMSA's financial functions, including general accounting, budgeting, collections, purchasing and auditing. Torrence interacts closely with the financial departments of the City of Tulsa and Oklahoma City on various financial matters. He also works with the independent audit team that reviews EMSA's financials and accounting procedures on an annual basis. Prior to joining EMSA, Torrence was vice president of finance and administration for Unarco, LLC. He received a bachelor's degree from the University of Oklahoma and his master's degree in business administration from the University of Tulsa.


Jeffrey Goodloe, MD
Medical Director

Jeffrey Goodloe, MD, is medical director of the Medical Control Board. As such, Dr. Goodloe oversees all aspects of patient care provided by EMSA medics and first responders working within the 16-city EMSA service area. He is also an associate professor and the director of emergency medical services for the University of Oklahoma School of Community Medicine. An avid motorsports fan, Dr. Goodloe serves as a track physician at Texas Motor Speedway for the IndyCar Series, Nascar Sprint Cup Series and other leagues. Before earning his medical degree from the University of Texas Health Science Center, Dr. Goodloe spent several years in the back of ambulances, working as a paramedic in central and southeast Texas. He is board-certified in emergency medicine and licensed to practice medicine in three states.


Glenn Leland, MBA
Chief Operating Officer - Paramedics Plus

Glenn Leland, chief operating officer of EMSA's private-market contractor, has 30 years of experience working on the front-line of EMS and overseeing operations in high-performance ambulance systems. An intuitive and visionary strategist with significant experience in healthcare business development, Leland is an internationally recognized expert in EMS management and system design. Prior to joining Paramedics Plus, Leland was president of a consulting firm and executive vice president of strategy for American Medical Response. Leland began his career as a transport medic and holds a master's degree in business administration from the Kellogg School of Management. In 1994 he was given the highest award from the American Ambulance Association (J. Walter Schaefer Award of Excellence) for his leadership. He is a member of the American College of Healthcare Executives.
