TotalCare is available to individuals who live and work in cities served by EMSA, including Oklahoma City, Edmond, Yukon, Bethany, The Village, Nichols Hills, Mustang, Warr Acres, Piedmont, Valley Brook, Arcadia and Lake Aluma.

Most residents of Tulsa, Bixby, Jenks and Sand Springs automatically receive benefits (and need not apply for TotalCare) by paying a small fee on their city utility bills. However, TotalCare can provide valuable savings for those not covered by a city program - mainly nursing home residents and individuals living at non-participating apartment complexes.
